Victoria Skilled Visa Nomination Program 2025–26 NOW OPEN

Victoria has officially opened its 2025–26 skilled visa nomination program for Skilled Nominated visa (subclass 190) and Skilled Work Regional visa (subclass 491).

This program is for skilled professionals who want to live and work in Victoria.


Available Places

  • Subclass 190 (Permanent) – 2,700 places

  • Subclass 491 (Regional – 5 years) – 700 places

Total 3,400 places for Victoria this program year.


Visa Types

1. Subclass 190 – Permanent Residency

  • Live and work anywhere in Victoria

  • Must be nominated by Victoria

2. Subclass 491 – Provisional (5-Year Visa)

  • Live and work in regional Victoria

  • Pathway to PR after 3 years

  • Can later apply for subclass 191 (Permanent Residence)


General Eligibility (Both 190 & 491)

✔ Under 45 years old

Competent English

Valid Skills Assessment in an eligible occupation

✔ Minimum 65 points including nomination points

Registration of Interest (ROI) must be selected

Living & Working Requirements

Subclass 190

  • If onshore, must live in Victoria

  • Job not required

  • Can claim earnings if working in a skilled role in Victoria(Employer must be physically located in Victoria)


Subclass 491

  • Must live and work in regional Victoria

  • Employment must be in a skilled role

  • Job does not have to be related to your occupation

  • Employer’s office must be physically in regional Victoria

  • No minimum work hours

  • Cannot apply if working in non-skilled job or outside regional area


Process to Apply

  1. Check eligibility

  2. Submit or update EOI through SkillSelect

  3. Submit ROI via Live in Melbourne portal

  4. Wait for invitation

  5. Apply for nomination

  6. If approved → Apply for visa with Department of Home Affairs

ROI is not a visa application. There is no guarantee it will be selected.


Commitment Requirement

  • Subclass 190 – Commit to Victoria

  • Subclass 491 – Commit to regional Victoria

  • Nomination cannot be transferred to another state


Important Tips

  • English test and Skills Assessment must have at least 12 weeks validity when lodging nomination.

  • For 491, relocation to regional Victoria is required after grant.

  • Use the Earnings Estimation Guide if claiming salary.
